Viennese youths work together to improve their neighborhoods

The Vienna City Council set out to improve youth participation in public life by inviting young people to generate ideas to revitalize the economy of the 14th district, one of the city's poorest neighborhoods. Being aware of the facilities offered by digitalization, the city's technicians decided to professionalize the technological and strategic part of the project. They followed their usual process of drafting a communication plan that included dissemination actions, training and face-to-face workshops. But this time including a participation website to amplify the reach. The actions that would finally be carried out were presented at a final event.

Kuorum has been doing this type of consulting work for years and is aware of how important it is to combine face-to-face activities and participation platforms to get the most out of these processes.

Once the situation was known, the Kuorum team sat down with the City of Vienna to outline the action plan that would serve as a roadmap for the entire project. Once the working team and the dates for the training sessions, workshops and the online discussion phase were clear, the communication actions began to inform citizens about the start of the process.

The trainings to the driving group served to raise awareness of the subject and explain the new participation website that was going to be used. Then, with the support of this motor group, the workshop phase began in high schools and civic centers of the 14th district. The workshops were carried out in two batches. In the first batch, the ideas that the participants generated through creativity techniques were collected. All of these proposals were then directly fed into the online debate. Subsequently, in the second round of workshops, techniques were used to consolidate the ideas in order to give more solidity to the proposals that the City Council identified as the most interesting.

Once the process was completed, the Kuorum team produced a report that the City Council could work with to select the proposals that would finally be carried out. And a final event was convened and attended by press and citizens. The Councilor for Youth presented the commitments made by the local government and thanked all the people involved in the process for their work. She also announced the possibility of monitoring the fulfillment of these commitments from the same participation website.

Participatory processes such as this one, which combine online with face-to-face training and workshops, make it possible to achieve a greater volume of participation and at the same time increase the quality of the proposals collected. Other examples of collaborative work to improve the quality of life in cities are the cases of Toledo and Manchester.
