The University of Castilla-La Mancha (UCLM), like all universities, organizes various types of elections, such as those for the Rector, as well as assemblies and faculty meetings involving student and faculty representatives. Each election involves voter rolls segmented by faculty, students, and technical, management, administrative, and support staff, and their electoral regulations are complex. For example, the weight of each vote may vary depending on the segment to which the voter belongs or if no students are running in a specific group. These particularities make planning and executing these elections a technical, logistical, and legal challenge that only a reliable provider can handle.

Universities were the first entities to adopt electronic voting, which originated from doctoral projects and in-house developments. Initially, they relied on on-premises technologies, hosted on university servers and managed exclusively by the developers who had created them. When these pioneering firms in the electronic voting sector vanished, universities were left without specialized providers. Kuorum develops Cloud services-more resilient and easier to maintain-certified under the High-Level National Security Framework (ENS) and capable of meeting all the specific requirements and functionalities of these processes, ensuring regulatory compliance in elections where there is no room for error.

Advanced Census and Voter Management

One of the most important requirements in these elections is managing voter rolls comprising thousands of students. The UCLM integrated Kuorum’s electronic voting platform with its own identification system using the SAML authentication protocol. In addition, universities maintain voter rolls segmented by category, such as students, faculty, or administrative staff. Kuorum’s tags ensure that, within a single vote, each segment votes only on the items relevant to them, preventing anyone with dual roles from casting more than one vote per item and strictly adhering to electoral regulations. Finally, for those votes in which all members of the institution were candidates, the university used Kuorum’s dropdown question feature. Dropdown questions allow users to find candidates via a search function simply by typing the first few letters of their first or last name, thereby simplifying the selection process.
