Cross-border voting: the challenges

World Vision International is an NGO dedicated to protecting the most vulnerable children and empowering them for the future. Each year it faces the challenge of organizing a telematic assembly with voters in 100 countries. Most of the locations from which the NGO works are developing countries outside the OECD. Low connectivity and cybersecurity threats make it difficult to organize telematic meetings, especially if they are assemblies with legal implications. The NGO needed a way to ensure the integrity of its voting under particularly challenging conditions.

Security in extreme conditions

Kuorum provides full security and regulatory compliance guarantees at an international level. That's why we hold ISO 27001 certification audited by AENOR. This certification requires us, among other things, to have a business continuity strategy and to conduct regular penetration tests. The result is a robust, highly available system, even in countries considered high-risk from a cybersecurity perspective.

The client created a list of the countries participating in the meeting to prevent them from being blocked by traffic control mechanisms. Instead, anti-DDoS systems (and other types of attacks) were used, allowing participants to join from these locations safely.

The platform performed optimally even with 3G connections, ensuring that all voters could cast their votes without interruptions.

From uncertainty to confidence

From the initial advisory phase, we guided World Vision in explaining how the platform could guarantee secure and accessible voting in any country. It was decided to implement a self-managed service, allowing the NGO to optimize costs without compromising security or professional support. Our team provided personalized training to the platform administrator, responsible for managing the voting processes. Over several sessions, the administrator learned how to create and manage online votes integrated with Teams.

One of the key points of this assembly was to build trust among the participants, who were influenced by past experiences. Kuorum offers a feature that displays the names of voters who have already cast their vote on the Teams shared screen. This allows participants to verify with certainty that their vote, submitted from tens of thousands of kilometers away, has been successfully recorded despite low connectivity.

Turning challenges into achievements

The digitization of voting allowed World Vision International to ensure participation from voters in 100 countries through a transparent and auditable process. The NGO was able to reduce the costs associated with the management of voting with Kuorum's self-managed model. Thanks to the platform's high usability, a single person was able to handle the entire process.
